REGULATIONS
of the status, procedure of winners' definition and presentation of the memorial award named in honor of Vitaly I. Bugrov

1. The originators
The originator of the memorial award named in honor of Vitaly I. Bugrov at the present time is the Regional Public Fund "Festival "Aelita".

2. The status
The memorial award named in honor of Vitaly Bugrov is the All-Russian prize, which marks outstanding editorial, bibliographic, study of literature, critical and compiler's work in the field of sc-fi & fantasy. The prize can not be awarded repeatedly to the same person.

3. Definition of the winner
The Organizing Committee of the "Aelita" convention and the circle of persons, in former times close to Vitaly Bugrov, determines the pool of applicants for the current year (the list is not announced), from which by the way of internal discussion the winner is determined.

4. Presentation of the award
The presentation of the V.Bugrov's memorial award of takes place at the ceremonial part of the annual sc-fi and fantasy convention of "Aelita" in Yekaterinburg city.
