REGULATIONS
of the status, procedure of winners' definition and presentation of the memorial award named in honour of Ivan A. Efremov

1. The originators
The originator of the memorial award named in honor of Ivan A. Efremov at the present time is the Regional Public Fund "Festival "Aelita".

2. The status
The memorial award named in honor of Ivan A. Efremov is the All-Russian prize, which marks outstanding editorial, organizing and educational work in the field of sc-fi & fantasy. The prize can not be awarded repeatedly to the same person.

3. Definition of the winner
3.1. The Organizing committee of the "Aelita" convention creates the Application Committee consisted of 15 to 25 experts, who determine a circle of applicants for the memorial award named in honor of Ivan Efremov for the current year.
3.2. The Organizing committee of the "Aelita" convention creates an authoritative jury, which votes (in two stages), placing all applicants on their places. The applicant, who gets at the last stage the less sum of places' numbers becomes the winner.
3.3. Under the decision of the Organizing Committee of the "Aelita" convention, the same persons can fulfill both functions of applicants' definition and functions of the definition of the prizewinner. These persons must have appropriate competence and authority.

4. Presentation of the "Aelita" award
The presentation of the Ivan Efremov's memorial award of takes place at the ceremonial part of the annual sc-fi and fantasy convention of "Aelita" in Yekaterinburg city.
