1. General concepts

Russian Science Fiction award (see enlarged in separate window)1.1. Literary award "Russian Science Fiction" (further on - award) is presented each year for the best large form work published in the year preceding the presentation of award.

1.2. As additional nominations of the award, not necessarily awarded each year "for the best SF medium form work", "for the best SF small form work" may be added.

The founders of the award are the server Russian Science Fiction and personally: Aleksandr Ulyanov, Dmitriy Vatolin, Konstantin Grishin, Aleksandr Sidorovich.

1.4. The award is presented by the results of two-round secret voting.
First round of voting is held in computer nets: Internet (visitors of Russian Science Fiction" server vote) and FIDOnet (Sci-fi related echoes subscribers vote).
The second round of voting is held among the editors of "Russian Science Fiction" server (see 4.2.) In cases specified below it is possible to hold an additional round among the founders of the award.

1.5. The award may be presented to one author for different works not more than two times in every nomination.

1.6. The award is presented at the yearly conference "Interpresscon".

 

2. Procedure of holding the first round of voting.

2.1. The list for voting in the first round consists of works created in Russian and published in any Russian-language publication for the first time de facto in the year preceding the presentation of the award, up to December, 31 inclusive.
For multi-volume works and those printed with continuation the year of publication is determined by the real time of publication of the last volume/issue of the magazine.

The list for voting in the first round is created by the founders of the award on the base of the final nominational list prepared for the "Interpresscon" and "Bronze Snail" awards by the nominational commission of "Interpresscon".

2.3. The list for the first round voting may not contain more than two works by one author, except the case of one work having been written in co-authorship.
Also, the works of authors that have been the laureates of the award twice before may not be included into the list.
The author of the works is considered to be the person noted as such at the title page of the work.
The exclusion of works from the list presented by the nominational commission at the end of its work because of some other reasons is prohibited.

2.4. Internet publications may not be included into the list for voting in the first round.

2.5. The founders have the right to expand the list for voting in the first round as they wish. In the case of lack of consensus, inclusion of every additional item into the list requires simple majority of founders' votes.

2.7. At the same time with publication of the voting list the members of the returning board appointed by the founders of the award are announced. The returning board must contain an odd number of people. The minimal possible number of members of the returning board is 3 persons.
The returning board counts the votes of the first round as well as the second.

2.8. The voting in the first round is held:

  • In the Internet at the "Russian Science Fiction" server – by filling out a special voting form.
    Placing the form at other servers is possible only in the case of its invariability is maintained and in the case of direct consent of the founders.
  • In the FidoNet – by filling out the electronic bulletin and sending it to the address specified by the founders of the award.

award badge2.9. Anyone in the period of holding the first round of the voting has the right to take part in it, but no more than one time. Votes violating this rule will not be counted.

2.10. To vote in the first round you have to put in front of every item (in the way specified in the voting form (electronic bulletin)), the mark of every work in a ten-point scale (or put a mark ("Haven't read")). In the case of violation of this rule the vote is considered void.

2.11. The first round voting begins and ends in the time constraints specified by the founders. The duration of the first round may not be less than 30 calendar days.
Votes received earlier or later than the specified time length, are considered void.

2.12. The returning board starts to work simultaneously with the beginning of voting. During the voting it is its responsibility (in cases specified in 2.9-2.11 of this statute) to declare the corresponding votes void.

award badge2.13. Intermediate results of the voting are published weekly at the "Russian Science Fiction" server.

2.14. After the first round of voting ends, the returning board counts the sum of received points for each of the items of the voting list.

2.15. After the end of counting the returning board forms the list for voting in the second round. It contains:

  • three items that received the highest sum of points over the first round voting results. In the case of more than one items receiving equal sum of points the item with higher number of votes occupies a higher position.
  • three items receiving the highest average mark over the results of first round voting. In the case of more than one items receiving equal mark the item with higher number of votes occupies a higher position.

The average mark is calculated by dividing the sum of points by the number of votes from people who read the book (i.e. having estimated the item as different from zero), accurate within two digits after the point. The three works that have already been selected as having the highest sum of points also take part in calculating of the average mark and may be included into the final list by this criterion.

If some work is selected for the second round both by the criterion of sum of points and by the criterion of average mark - it is included into the voting list only once. So, maximum possible number of items taking part in the second round of voting is six, minimum - three.

The final second round voting list contains items in alphabetical order, with sum of points, average mark and number of votes indicated.

The second round voting list and results of counting for other items are immediately reported to the founders and published at the "Russian Science Fiction" server.

 

3. Procedure of holding the second round of the voting.

3.1. The second round of voting is held among the members of the "Russian Science Fiction" server editorial staff (except the case specified below), occupying their positions by the moment of first round voting.
Persons who occupied the position of an editor after the beginning of the first round voting, may not take part in the second round of voting.

award badge3.2. People taking part in the voting:

  •  editor-in-chief of "Russian Science Fiction" server;
  •  deputy editor-in-chiefs;
  •  editors of sections;
  •  founders of the award not being editors of the server.

3.3. The voting is held according to the principle "one occupied position - one vote" (except the position of editor-in-chief - the person occupying it has the number of votes equal to the number of votes of the editor occupying the maximum number of positions), i.e. in the case of a person holding several positions, this person has the right for several independent votes.

3.4. The list of people having the right of vote in the second round (with the number of the number of votes each of them has the right for) is published simultaneously with the beginning of the first round voting.

3.5. The second round of voting is considered valid if more than 50% of the list of electors took part in it.

3.6. The second round of voting begins simultaneously with the publishing of results of the first round voting and ends at the time specified by the publishers.
The duration of the second round may not be less than 5 calendar days.
Votes received after the specified time are considered void.

one of the variants of award badges3.7. After the beginning of voting every participant must put a mark (marks, if he has a right for more than one vote) for each of the works by the 10-point scale and by any way available to him report this info to one of the returning board members.

3.8. After the end of voting in the second round the returning board counts the sum of points for each of the voting list items.

3.9. The victor is the item receiving the highest average mark. In the case of more than one items receiving equal mark the item with higher number of votes occupies a higher position.

3.10.In the case of the lack of quorum in the second round of voting the final laureate is determined by additional voting among founders. Such voting is held on decision of the returning board and is held by the rules similar to those for the second round of voting.

3.11. The results of the second round are secret. Disclosure of them before the moment of ceremonial presentation of the award is not allowed. The report of returning board on the second round of voting is published no earlier than the announcement of the laureate happens.

 

4. Presentation of the award

on of the variants of award badges4.1. The award is presented at the "Interpresscon" conference in ceremonial setting in the context of common presentation ceremony after the presentation of "Bronze Snail" and "Interpresscon" awards.

4.2. The name of the laureate is not disclosed before the ceremonial presentation.

4.3. The award is presented by the editor-in-chief of "Russian Science Fiction" server or a person appointed by him.

4.4. The indispensable condition of award presentation is the physical presence of laureate or a person appointed by him at the ceremony of presentation.
In the case of absence of laureate or the person appointed by him, the results are solemnly announced and after that the founders find a way to hand the award over to the laureate.

4.5. The appearance of the award and corresponding documents is defined by the founders of the award while preparing for the next conference.

 

5. Modifying the award statute

5.1. This Statute may be changed and expanded by the founders by consensus or simple majority of votes.
